To identify high schools to receive the gap-closing awards, on-time high school graduation rates of students belonging to historically underachieving groups are used.

The Palmetto Gold and Silver Awards was established by the Education Accountability Act (EAA). This Awards program is designed to acknowledge and reward the schools for attaining high levels of performances, high rates of growth, and for making progress in closing achievement gap between disaggregated groups. The original Palmetto Gold and Silver Awards program selected schools based off all the students performances and the general growth during the school year by all students.

The ones to decide who gets awarded is the Education Oversight Committee, based on criteria approved by the EOC, Palmetto Gold and Silver Awards are established for General Performance and for Closing the Achievement Gap.

To identify schools (elementary, middle, high, and career centers) to receive the award for General Performance, school report card absolute and growth ratings.
